On October 28, 2022, the People’s Government of Shanghai Municipality released a Notice on Issuing the Revised Provisions on Encouraging Multinational Companies to Establish Regional Headquarters in Shanghai Municipality (Hu Fu Gui [2022] No. 17) ("2022 RHQ Provisions").
