Primer: Chinese government remodeled at Two Sessions 2023 – policy, people and structure
From 5 to 13 March 2023, the "Two Sessions" – China’s National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) – convened in Beijing for their first session after the quinquennial 20th Party Congress concluded in October last year that had laid out the Party’s key ideological concepts and policy priorities for the next five years.

As is customary after a Party Congress, government structure and leadership positions in the State Council are being remodeled to more effectively address what are perceived as key challenges and to implement towards medium- to longer-term policy priorities.

Besides unanimously electing Xi Jinping for another five-year term as the country’s President, what key legislative, personnel and organizational changes have come out of this year’s NPC? What do these priorities and changes mean for China in 2023 and beyond? And what are implications for foreign business?
